Facebook Video Thumbnail Retrieval: Thumbnail URI from URL without parameters

Problem/Motivation Facebook video thumbnails are not available through oEmbed, but they are available through a Graph API endpoint like: https://graph.facebook.com/[video-id]/picture A similar issue exists for the D7 media_oembed project at https://www.drupal.org/project/media_oembed/issues/2908113. Proposed resolution Through custom code and the use of a patch from #3042423 Add a hook to modify oEmbed resource data, the change that needs to be made is to ensure thumbnail URI is generated from a remote thumbnail URL that does not include query parameters.
